California is the highest-volume freight state in the country and also the most expensive for fuel taxes. At $0.679 per gallon plus a 2% surcharge, California's effective diesel tax burden is more than double most neighboring states — Nevada sits at $0.285, Arizona at $0.260, and Oregon at $0.380. This creates a clear strategy: fill your tanks completely before entering California from any direction. The Needles area on I-40 and the Ehrenberg area on I-10 are the last affordable fuel stops before entering California from the east.
The freight corridors here are massive. I-5 runs 796 miles from Oregon to the Mexican border and carries more freight tonnage than almost any highway in the nation. The Inland Empire east of Los Angeles — centered around Ontario, Fontana, and Riverside along I-10 and I-215 — is the largest logistics hub in the western US, with millions of square feet of distribution centers fed by the ports of Los Angeles and Long Beach. All trucks operating in California must meet current CARB diesel engine standards — older pre-2010 engines face restrictions, and some are outright banned. Weigh stations at Truckee on I-80, Needles on I-40, and multiple stations on I-5 and I-10 are consistently active. The state uses WIM sensors extensively and pre-screens commercial vehicles before directing them to pull in.
For IFTA compliance, California's surcharge must be reported separately from the base rate on your quarterly return. Keep meticulous records of gallons purchased in California versus gallons consumed there — with the high tax rate, errors here cost more than in any other state.
