New York has the most complex trucking regulatory environment in the country, combining a high IFTA rate, toll roads, city-specific permit requirements, and steep commercial vehicle fines. The I-87 New York State Thruway runs from the New York City area north through Albany and west to Buffalo — it is a toll road with per-mile commercial vehicle charges. I-90 extends the Thruway west from Buffalo to the Pennsylvania border. I-95 runs through New York City on the George Washington Bridge and connects to the Triborough bridge system. The Port of New York/New Jersey generates enormous container freight. JFK and Newark airports generate significant air freight. The Long Island, Westchester, and New Jersey suburb areas have complex local delivery restrictions.
New York's IFTA rate of $0.4395 per gallon is among the highest in the country. Pennsylvania at $0.746 is the only major neighboring state with a higher rate. New Jersey at $0.4215, Connecticut at $0.402, and Massachusetts at $0.240 are the alternatives for fuel planning. If your route takes you through Massachusetts before New York, fill up there. Vermont at $0.320 and New Hampshire at $0.222 are much cheaper for routes through the northern part of the state.
New York City requires a Commercial Vehicle Parking Permit for on-street commercial parking and has extensive local truck route restrictions enforced by the NYPD's Commercial Vehicle Enforcement Division. Trucks over 10 tons cannot use most parkways. The Long Island Expressway (I-495) is notorious for congestion that can add hours to suburban delivery schedules.
