Oregon has a unique weight-mile tax system that applies on top of IFTA — this is one of the most important state-specific compliance issues in trucking and catches many out-of-state carriers off guard. Oregon's Weight-Mile Tax (WMT) charges per-mile fees based on gross vehicle weight and number of axles, collected through a separate Oregon Trucking Online account. This is different from IFTA fuel tax and must be managed independently. You need an Oregon Trucking Online (OTO) account before operating commercial vehicles in Oregon — there are no exceptions for temporary or one-time operations.
Oregon's IFTA base rate is $0.380 per gallon with a 2% surcharge, for an effective rate near $0.388. Idaho at $0.320 to the east is cheaper. California at $0.679 is dramatically more expensive to the south, making Oregon a good fueling location before entering California on I-5. Nevada at $0.285 and Washington at $0.494 are the other comparison points.
Oregon's highway network centers on I-5 running north-south through Portland, Salem, and Eugene to California. I-84 runs east-west through the Columbia River Gorge from Portland to Idaho. US-97 runs north-south through central Oregon and is critical for timber and agricultural freight. The Columbia River Gorge section of I-84 has severe wind restrictions — when winds exceed 50 mph, high-profile vehicles including box trucks and empty flatbeds may be restricted or prohibited. Bridge crossings over the Columbia between Oregon and Washington have specific weight and height restrictions.
Weigh stations at the California border on I-5 at Ashland and on I-84 at the Idaho border near Ontario are active. The Oregon Trucking Online system must show full WMT payment before departing the state — non-compliance results in significant fines. For IFTA compliance, Oregon's surcharge must be reported separately on your quarterly return, and your WMT account must be reconciled monthly through the OTO portal.
