Virginia is the Mid-Atlantic's most important logistics corridor state, and the Hampton Roads area in southeastern Virginia is home to the Port of Virginia — the East Coast's deepest natural harbor and one of the largest and most modern container port complexes in the country. I-95 runs north-south from the North Carolina border through Richmond, Fredericksburg, and into the Washington DC area. I-81 runs along the Shenandoah Valley parallel to I-95 and is a critical heavy freight alternative to the congested I-95 corridor — it handles a disproportionate share of tractor-trailer traffic between the Southeast and Northeast. I-64 runs east-west from the West Virginia border through Charlottesville and Richmond to Hampton Roads. I-77 connects the North Carolina border to I-81 at Wytheville.

Virginia's IFTA rate of $0.272 per gallon is moderate. North Carolina at $0.365 to the south is notably higher, making Virginia a favorable fueling location for southbound runs before entering NC. Maryland at $0.369 to the north is also higher. West Virginia at $0.3575 to the west is higher. Tennessee at $0.210 to the southwest is the one significantly cheaper neighboring state. Standard weight limits are 80,000 lbs. The Virginia DMV operates a permit system for oversize loads. I-81 through the mountains of western Virginia has multiple steep grades and runaway truck ramps, particularly on the descent from Fancy Gap near the North Carolina border and through the Roanoke Valley.

Weigh stations on I-81 near Raphine and near the Tennessee border, and on I-95 near Skippers near the North Carolina border, are active. For IFTA compliance, Virginia's DMV handles IFTA filings efficiently through an online portal — the moderate rate and well-defined corridors make quarterly filing straightforward, with the main challenge being accurately separating I-81 miles from I-95 miles for carriers running both corridors in the same quarter.
