Vermont is the most rural state in the Northeast and has a relatively limited commercial freight base compared to its New England neighbors. I-89 runs diagonally from the New Hampshire border near White River Junction through Montpelier and Burlington to the Canadian border at Highgate Springs — it is the primary corridor for freight moving between the Canadian border and the I-89/I-91 junction. I-91 runs north-south along the Connecticut River Valley from Brattleboro to the Canadian border at Derby Line. US-2 and US-4 are the main east-west routes across the state on non-interstate roads. Granite, lumber, dairy products, and maple syrup are the traditional freight commodities, while the ski industry generates significant equipment and hospitality supply chain freight.
Vermont's IFTA rate of $0.320 per gallon is moderate. New Hampshire at $0.222 to the east is significantly cheaper. Massachusetts at $0.240 to the south is also cheaper. New York at $0.4395 to the west is much more expensive, making Vermont a relatively good fueling option for carriers who have just come from New York. Vermont has some of the most aggressive spring weight restriction programs in the country. The state formally restricts many routes to "frost law" weight limits — often as low as 23,000 lbs per axle — from approximately late February through early May. These restrictions apply to a large percentage of Vermont's secondary road network and are rigorously enforced. Agricultural and forestry operations depend heavily on these roads, and the restrictions are designed to prevent frost heave damage during thaw cycles.
The Franconia Notch Parkway restriction (discussed under NH) requires Vermont routing for trucks that can't use that NH section.
